Responsibilities
- Responsible for the purchase, or the direction of the purchase, of materials and services for AOTW
- Oversees Purchasing Clerk and Purchasing Clerk II
- Trains new Purchasing Clerk and F&B team members
- Coordinates monthly F&B inventory
- Covers for Assistant Procurement Manager
- Purchasing decisions are made on the basis of quality, service, and price.
- Participates as buyer in the timely and adequate purchase of products.
- Prepares and places purchases orders with vendors to insure the availability of materials on a timely basis.
- Makes decisions on changing delivery dates due to necessity of material.
- Investigates invoicing problems such as price, quantity, wrong materials, etc., concerning orders placed to any vendor.
- Reviews order process to ensure that supplier is conforming on all requirements of the purchase order.
- Verifies accuracy of acknowledgements based on information provided by purchase orders.
- Processes claims and adjustments with suppliers involving replacement of material not conforming to specifications
- Maintains personal contact with vendor representatives and reports to the appropriate people changes in status of current materials, improved or new products or processes available, and changing technology.
- Obtains vendor pricing for the daily purchase of material (non-blanket quotes).
- Develops reliable and competitive suppliers.
- Searches and evaluates new suppliers to insure multi-sourcing of material.
- Negotiates pricing among suppliers for best price.
- Generates blanket purchase orders along with supplier agreements based upon historical usage, sales and forecasts.
- Determines the most cost-effective purchase and delivery of products, services, equipment and supplies.
- Maintains vendor compliance with required specifications.
- Ensures that all purchases are from approved vendor lists and are within the required specifications of approved products and services.
- Works closely with other departments to identify trends and targets which will optimize purchasing needs.
- Works closely with Tribal Gaming Agency (TGA) Vendor Licensing to maintain proper license requirements for all vendors (current and prospective).
- Coordinates and performs the timely and accurate completion of purchasing tasks including processing purchase orders, order placement, order expedition, and data entry into the Materials Management Information System.
- Reviews and resolves procurement problems which may occur between a vendor and the casino including disagreements on product suitability and/or specifications, delivery delays, quantity or pricing variances.
- Addresses and resolves invoice discrepancies.
- Interview’s vendor representatives relative to vendor qualifications, new ideas and pricing trends.
- Generates various monthly vendor billing and reconciliation
- Establishes metrics for vendor performance.
- Establishes and performs special analyses, reports or projects as requested.
- Maintains reporting of cost savings goals.
- Periodically reviews purchase price variance reports and standard costs.
- Maintains purchase order data in system, insuring PO closure via receipts and invoices.
- Ensures that the Tribal Gaming Agency (TGA) is notified of all incoming sensitive Class III gaming equipment, materials and/or supplies.
- Correctly completes all required paperwork per company procedure.
- Uses Windows XP, Excel, Word and other computer software as needed.
- Follows all department and casino policies, procedures, and regulations as required.
- Ensures compliance with Tribal, State, Federal, and NIGC regulations.
- Ensures control/protection of company assets as applicable.
- Duties, responsibilities, requirements and expectations pertaining to this job are subject to change as needed.
- Work nights, weekends and holidays as required.
- Performs other duties as assigned.
Qualifications
- Exceptional guest service skills required.
- At least five (5) years’ experiences in the purchasing field or equivalent combination of education and experience required.
- Casino/Hotel/Hospitality experience preferred.
- Ability to negotiate effectively with suppliers.
- Experience in value analysis, cost reduction efforts, and vendor negotiations.
- Excellent organizational, communication, supervisory and interpersonal skills required.
- Professional and neat appearance required.
- Must have a thorough knowledge and understanding of effective purchasing, receiving, quality and inventory control policies, procedures and practices.
- Must have demonstrated ability to lead and/or delegate assigned duties in a team atmosphere.
- Knowledge of various machinery operations necessary for receiving and delivery of inventory.
- Ability to work in a fast paced and multi-tasking environment.
- Ability to maintain effective working relationships with department heads and employees.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardizations exist. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Ability to establish procedures for the effective implementation of the Controller’s directives.
- Ability to prepare complex reports, correspondence, charts, layouts, forms, handbooks, memoranda and other information and instructions.
- Ability to read, analyze, interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Skill in identifying and resolving problems under pressure conditions.
Certificates, Licenses, Regulations
- Must be able to obtain and maintain a Class A/3 gaming license from the Stillaguamish Tribal Gaming Agency and Washington State.
Physical Demands and Work Environment
Constantly requires the ability to receive detailed information through oral and written communication. The position requires exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Requires repetitive movement daily with sedentary work, occasional bending and crouching. There are no adverse conditions, but employee is exposed to tobacco smoke on a regular basis. This is a 24 hour, 7 days a week work operation.
